    Technology is transforming our communities. When the US enacted the Foreign Account Tax Compliance Act in 2010, the financial community was shocked by its harsh, and apparently far-reaching rules. Three years on, the scope of FATCA has been clarified in Treasury Regulations and Internal Revenue Service ("IRS") Notices. Deadlines have been extended slightly to give stakeholders a chance to prepare. A number of jurisdictions have entered into, or are negotiating "ntergovernmental Agreements" ("IGAs") that ease the burden of FATCA compliance for their financial institutions in return for the government's commitment to increase information sharing with the US.
